Are the depth values in metres?

No. Depth Anything V2 Small produces relative inverse depth — nearer is brighter — which is what you want for visual effects. Metric depth requires a different, larger model variant.

Can I use it for a 3D photo effect?

Yes, that is one of the most common uses. Export the depth map and drive a displacement or parallax shader with it in your editor of choice.
